please help! can not open sims 4..? already running?

hello! i do not know why my pc keeps doing this but it will not let me open sims. It keeps saying it is already open but I do not have anything else involving sims open?? so i do not really get what ...

@starryland Please try the suggestions here:

Where the guide says Origin, apply the workarounds, to the extent that you can, to both Steam and the EA App. Please also restart your computer after each step.

If those suggestions don't help, please let me know whether OneDrive is running, even if you don't use it, and how full it is.
