Random Skills Spontaneously Acquired at Max Level

Steps: How can we find the bug ourselves? I encountered the bug when my sim's gardening skill reached level 2.
What happens when the bug occurs? When my sim's gardening skill leveled up to 2 while she was watering the newly planted seeds, she also achieved max level in programming and video gaming, when she didn't even have those skills to start with. When I checked my sim's skills, I saw there were other random skills she had, at various levels. This was a brand new sim I just created and moved into a house in Willow Creek to test the gardening because I encountered two other bugs in Evergreen Harbor, where some plants had no interactions available and so they died from lack of water, or the soy plants were ready to evolve as soon as they sprouted (also while being out of season). It seems like there is some really chaotic stuff going on with gardening.
What do you expect to see? Sims should not achieve max level of a skill they don't even have.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Well it began happening after Snowy Escape went live.
I don't really have more information, other than it seems unrelated to the lot, or the world.
