Did you try to buy him a potion that eliminates the negative mood? I had the same problem. Tried to use all mods without success, when I suddenly remembered that something like that exists.

However, it can be a typical moodlet for a toddler.It is created when you will grow the sim who born in the game immediately from a toddler to a teenager or a young adult in CAS. Then this moodlet will stick to it and unfortunately, it can not be removed.

    I tried the potion too i forgot to put that on there hes a teen and it was stuck on him as a teen i tried turning him into a child it didn't work

    Yes, I know you can't undo it.
    The toddler has to have a birthday with a cake done. If not - he will be got this moodlet as a teen or young adult.
    That's why it's safest to give a toddler an "independent" trait. This moodlet is harmless
