Hi ,
as i mentioned earlier, as soon as i have confirmed the cause, and the fix, i will definitely be back here with whatever i learn.

You could also try if your antivirus software is blocking something. Two weeks later , 5 tech individuals, 3 cases, 6 calls today alone being hung up on, referred to re secure account department, then sent back to tech, they all advise the same process, most of them wont read the previous notes, ask to do the same stuff, the latest is create a new user account, even though it happens on my other laptop,
one tech guy asked if i could please not call back quoting his case number.
nothing to share yet, except disbelief.

so far,
its NOT
a reinstall origin,
or reinstall sims4,
or clear origin cache,
or an anti virus problem,

Thanks for your questions, I have retraced my steps, beginning with another massive system clean up, i found lots of broken links in the registry, i suspect there was something nasty in a sims4 custom content download, it never showed as a virus, but something left a trail of mess, I then went in and used a windows 7 checking tool, and cleaned everything.
I then set up anther admin account, and sure enough, sims 4 worked on that user account !
I will never know why i needed to set up another admin, why the first tries never worked, why it is needed at all, clearly a windows error, nothing to do with origin,nor the game.
E.A's outsourcing of support peeps that are inadequately trained is an eternal disappointment.
its not support's fault, they just are not up to the job.
i hope anyone who has this issue will do the following,
check your sims 4 shared free content thoroughly before opening those zip files.
clean your system
be sure to have your user name and password written down somewhere before you go making a new admin account, as you will need to jump between the two.
make a new admin account.

I had to create a new user account on my pc just to run sims 4.
hence its not really a fix as such,
the tech support had no ideas.
if anyone finds out what the issue is,
please share.
meanwhile, sims and i are taking a break,
this last issue seriously strained our relationship.
we currently arent talking,
EA tech knew less than i.
I saw your other post about this and ran to my bag of tips and wanted to ask if you've tried any of these things to see if they help:
Turning off or disable Game DVR and Game Bar, as it's known to cause issues.

http://www.wikihow.com/Use-CCleaner- thanks for looking, im running windows 7, i use cc cleaner and use it daily. this error, must be in permissions somewhere, as ive levelled up past all the E.A tech advisers now, just trying to fix it, and still have not isolated the cause.

Feb 9 2019. Brand new purchase & first time install of Origin and The Sims4. Windows 10
The common theme in this topic is that Windows is denying the game to run. It seems the problem is Windows Permissions.
The error message says that the game is already running, that is false, the problem is the game is missing permission to run. After experience with Sims2 + Sims3, this is EXACTLY the kind of mistake Electronic Arts has made before.Every person may experience a slightly different solution than this. Because the problem is permissions, everyone's security settings maybe different. Here is the solution that worked for me:
1 Windows Security Centre
2 goto "allow an app through Controlled folder access"
- from Security Centre, open Virus & Threat Protection, open Ransomware Protection, click Allow An App.
- or from the search bar you can type "allowed apps" and it should get you there.
3 click the + sign to Add An Allowed App
4 navigate to your file folder with "Origin.exe" and add that. (IE: C:\Games\Origin\)
4 navigate to your file folder with "TS4_x64.exe" and add that. (IE: C:\Games\Origin\The Sims 4\Game\Bin\)
5 close the Origin lancher app, including from TaskManager, to make sure its not still in the background.
6 Run: TS4_x64.exe (or however you normally run the game)Hope this helps someone.

Good LuckSo I just installed Sims 4, on a fairly recently formatted pc and I was getting this problem. I just turned off "Controlled Folder Access" in the Windows Security Centre and the game launched the first time.

@172e3cda00349872Thank you! I was at my wits end... I had tried a game fix, allowing access through the firewall, changing the Windows Security centre, disabling this that and the other... ccleaner did the job when I cleaned up my registry.
Strangely though, it worked after the first clean and then the message came back so I had to clean it again. Looks like it's working again now, so fingers crossed.Edit: Nope, I just tried running it again and am still getting the same message. I shouldn't have to clean the registry every time I want to play... I also just read some bad things about ccleaner and how you shouldn't use it...
Does anyone else have a fix at all please?
There is quick fix for it that worked!
For that, please go to Documents > Electronic Arts > Sims 4 Folder > Rename the folder Sims 4_old > Relauch the game.

It worked for about 6 minutes and then it just stopped. It loads and loads but nothing happens! Starting to go crazy! So if anyone knows why this is, please help me!!

Renaming your The Sims 4 folder only creates a new folder with nothing added to it, since the game cannot read the old folder when it is named differently than: "The Sims 4". Your saves and builds etc are still in the renamed folder. You can paste them into the newly created folder when you get your game running again. Here is a longer description. Don't move over your old files to the new folder until you have followed the advises in the first link.

Don't move back your old files yet. First follow the advises in this thread, and if it doesn't work, state what you tried.
https://sims4.crinrict.com/eng/2015/08/game-already-running/ - @ieinrokumar5 This actually worked for me, i am on a mac, after i updated with the most recent updated i ran into this error, has never happened before, i ran into several issues. This was the very first error so i went through repairing and updating my actual game, then uninstalling and reinstalling origin which with the latest update caused issues with permissions, so i was not able to open origin after i had to allow permission to origin i ran back into the same error. I went through and shared my folder still nothing, then just renamed my folder, it started a whole new folder but it worked and was able to copy over my stuff afterwards, I have played in it with the information copies with no issues since trying this. Thank You so much!!

what helped me is removing the userData.lock file from the documents>electronic arts>sims4 folder, after that all you need to do is relaunch the game. But i have to warn you, unfortunately you loose all your families etc. so i recommend saving them to your gallery unlike me 😞
I had an issue similar to that a couple days ago. (I am on a Mac btw but I think this may work on windows) After doing some research I figured a way out:
1. Go to the Documents folder (That is where your electronic arts folder will be stored)
2. Move the Electronics art folder onto your desktop, (make sure that there is no electronics folder in your documents folder- such as a copy of it) DO NOT DELETE THE ELECTRONIC ARTS FOLDER ONCE ON DESKTOP.
3. Launch Sims 4...it should start...once you are in exit.
4. Go to the Documents and there you should see a new Electronic arts folder...click on it and then onto The Sims 4.
5. If you have any mods or saved games replace the Mods & Saves folders in your old electronic arts folder (the one on your desktop) with the ones in your new electronics art folder. (You can now delete the electronics art folder on your desktop)
6. Launch The Sims 4 and play as usual 🙂 hope this helped!
You are a genius! I was about to just total pull the plug and never play the Sims again! For others reading this, I have a Mac and started getting this error message after upgrading my OS to Catalina, I did what everyone else was saying to try with no luck (including EA), THIS WORKED!!! Thanks again!
