Yes. There are two ways. One is to get an angelfish, potion of youth and a death flower, along with level 10 in both cooking and gourmet cooking skills, and make ambrosia. You must have the ghost eat the ambrosia, and he/she will be resurrected.

The other way is to complete the Bestselling Author aspiration, then write the Book of Life. The ghost must have been bound to the book while he/she was still alive. Then, once the Sim dies, you can use the book to summon the ghost as soon as immediately after death. Then have the ghost join the household and use the "Restore Life" interaction on the book. The book will disappear after this.
