does he not show up at all or is he stuck somewhere in the vicinity ?
Can you try another restaurant to see if you get the same issue ?
Also any mods/cc in your game ?

- I have used the motherlode cheat. I opened a new restaurant and the same issue happened. The chef showed up, but 3 hours late. I also paid for basic training but his stats are still the same the following day.
Would you be willing to share your save with me ?

figured out what was wrong in your save

All the employees that don't show up are vampires. So firing and hiring different ones should solve the issue.
