This error message has cropped up in The Sims 4 in the past. It's good that you've already tried preparing the game, making sure the game is up-to-date and ensuring it's not the firewall. There are some other things to run through and check for: 

  1. Check for updates with the video card driver.
  2. Check for updates with the network controller driver.
  3. Reinstall Sims 4
  4. Reinstall EA App. Here's how: https://help.ea.com/za/help/ea/ea-app/uninstall-ea-app/
  5. Try running EA App as Administrator -  Close the EA app and right-click the EA app icon on your desktop (or in the EA app directory if not on your desktop) and select Run As Administrator.
  6. Try lowering the User Access Control settings after performing those troubleshooting steps. Learn how to adjust the protection level in your User Access Control settings with Microsoft Support.
  7. Try moving the file location
    1. Close the EA app completely.
    2. Go to C:\Program Files\EA Games and move the folder for the game to a different place.
    3. Go to C:\Program Files\Electronic Arts\EA Desktop\EA Desktop.
    4. Right-click on EADesktop.exe.
    5. Choose Run as Administrator.
    6. Start the download.
    7. Pause it after 30 seconds.
    8. In C:\Program Files\EA Games, copy the content of the old folder for the game into the new folder for the game.
    9. Resume the download.
  8. Perform a clean boot.
