Have you tried a Sims 4 factory reset, and new game without any mods for testing purposes?

If after the factory reset, the game works correctly, I start putting back my saved games, option.ini file and mods, tray folder, etc.
If the above doesn't work. I'm kind of wondering if something may have messed up during the reinstall when you canceled the reinstall the other day. Have you run Ccleaner to clean the registry?
Ccleaner and it's registry cleaner cleans out temporary files, old registry files, internet cache files and other files that are left behind that are no longer needed. This does not hurt your computer or it's files.

How to backup the Sims 4 folder:
- Go to the Electronic Arts folder [C:\Users\Username\Documents\Electronic Arts\The Sims 4]
- Right-click on the Sims 4 folder and select Cut, and Paste it to the desktop.After you've done this, login to Origin and click Sims 4 to play it. This creates a new Sims 4 folder.
I do this a lot, specially when my game starts doing odd things. It's a great way to help in troubleshooting gameplay issues.

That's what I was afraid of. That may mean that something may have gotten messed up when you tried to reinstall the other day, and then canceled the install.
Try repairing the game again. In Origin, right-click on Sims 4 and select Repair. This should repair the game's install files for Sims 4.
Your saved games and other Sims 4 files won't be deleted. If you're worried about that Back the Sims 4 folder up to the desktop or a USB key for safe keeping.
If repairing the game doesn't work, try uninstalling the game, run ccleaner and it's registry cleaner. This cleans out temporary files, old registry files, internet cache files and other files that are left behind that are no longer needed. This does not hurt your computer or it's files.

http://www.wikihow.com/Use-CCleaner/Then try reinstalling the game. After it's installed, try playing the game, start a new game save without mods or other game saves, to see if the issue remains.
If all goes well with a new game. Copy some of your old files and folders from the Sims 4 folder you have backed up to the new Sims 4 folder in [C:\Users\Username\Documents\Electronic Arts\The Sims 4].
- Options.ini (User game settings)
- Tray Folder (Sims/Houses/Commercial lots and rooms)
- Screenshots/Videos/Custom music
- Rest of the save games, if any.
(leave out slot_00000001.save which is the autosave. It is not used anymore.)
- Custom content like clothing, hair, skins, makeup
- Mods (Put these back one by one to make sure they all still work)Please note some mods and custom content become outdated with every game patch released. This means you'll need to go through your mods folder to find what needs to be replaced.
