@BubbleGummle  The EA App doesn't have a function to find already-installed games the way Origin did, so you will probably need to tell the App to download the game to the location where it's already installed.  But the App may simply verify the existing data and finalize the install process rather than downloading everything fresh.  This is hit or miss: when trying this myself, I've seen the App redownload some packs while skipping others even in the same session.

Before installing anything, make sure that on the new computer, the EA App's game library location matches the location where you've installed Sims 4 on your external drive.  The setting should be under Settings > Installs & Saves or similar.
