I wanted to upload the save but it wasn't a supported file extension - neither was the zip file I tried!
So here's what I've done;
the day before the magic pack was due for release I backed up then deleted all my old saves - it was heavily modded, and although I was bored with it I might have wanted it again - turns out I didn't.
Then I uninstalled & reinstalled every pack - not an enjoyable task as I live in the middle of the Welsh countryside and at times the downloads were being measured in bytes!!
Then I was so absorbed in setting up a new save game I didn't notice the change out of wet clothes was missing.
When I did, I tried repairing the game - it made no difference.
Today I've started a completely fresh vanilla save using 3 base game households in Willow Creek (Spencer-Kim, Goth & the Pancakes). I had to start the rain, then make them put away any umbrellas, then play in the rain, then go inside. The only option available was 'play in the rain' and under more choices 'shower in the rain'

Sounds like everything is working as intended?
I tested it just now during a naturally occurring thunderstorm with two sims.
Tomax ran outside to play in the rain and got the happy positive "Great time in the rain" moodlet. He's dripping wet but has no "change out of wet clothes" option, but that makes sense to me because he intentionally went and got wet and enjoyed it, and isn't uncomfortable.
Grace stood outside in the rain idle and got the uncomfortably wet negative moodlet. She gets the option to "change out of wet clothes" because she doesn't like being wet and would like to get out of them.
So if you've got positive wetness, then the option doesn't appear. Whether that is by design or not is up for interpretation. My take is that you can change out of wet clothes when uncomfortable because the game is giving you an option to counter the negative buff. But with the positive buff it doesn't need to (seems counterproductive to prematurely end a happy buff).

@simvasion you've misunderstood .
I had to start the rain
Then when it was raining I had the sim play in the rain until they were dripping wet
Then I sent them indoors - where previously I would have had the option to change out of wet clothes, this time the only option, other than the usual outfit options, was to play in the rain. And this was when they were inside the house.
I can't believe I am the only person that's experiencing this bug, and I need to reaffirm that the save file I've uploaded is a new save, is a fresh install that's never had mods or cc.

@simvasion I apologise, you were right. It seems dripping wet is not wet enough anymore they have to be uncomfortably wet before the option to change out of wet clothes appears. Thanks for taking the time, I appreciate your help
