You could try clicking on the mail box and paying the bills. That's how I do it.

 I had a similar problem: the power was cut off, they would not cook

BUT there was no bill in the letter box so they could not pay the bills.

the phone showed no way to pay bills.

So  save game
      re open game - bills delivered - pay bills

BUT still no power,
      save game,

      reload game

It all works again. 

tedious, i don't know why that worked.
