@blue_lily_208_27 It looks like you have an extra "The Sims 4" folder directly on C. What's inside this folder? If it only contains DLC folders, for example EP11 and EP14 (it definitely has those, at least), please delete this folder. If you get an error, restart your computer and try again. You can reach this folder by clicking This PC, then double-clicking the C drive.
Once you've done that, go here:
C:\Program Files (x86)\Steam\steamapps\common\The Sims 4
Delete the EP11 and EP14 folders inside, then open the _Installer folder, and DLC inside that, and do the same. Restart your computer again, clear the EA App's cache (again):

and download the two packs again. Let me know whether any of their content shows up in-game: the worlds, the objects, the CAS items, whatever you can find.
I did it all and went on the game again. It's still not working. But I did find this.
@blue_lily_208_27 Then I'd suggest doing a clean uninstall and reinstall of Sims 4, and the EA App as well, as described here:
The one difference is that since you're playing through Steam, you'll use Steam to reinstall, not the EA App, and you don't need to create a new folder into which you'll install the game. Just make sure the EA App doesn't try to download a second copy of the base game.
