@Straspberry1 Your antivirus likely quarantaining the TS4_x64.exe and this is most likely the cause of this issue. If it can't find this file, you get the prompt to install legacy edition.
I see you also haven't added your user documents as an exception to your antivirus. So maybe you can add that one too. (my documents > electronic arts)
Finally, do you have write restrictions on your game folder location? This could possibly block the repair. You can also just try running EA app as administrator to see if that will allow you to finish the repair.
