First of all, I believe the error code you're seeing is the App Installation Fail Error Code "ERROR-INST-14-1603"? Please confirm if this is correct.
For some reason, your laptop can't run EA app, which is why the installation process is failing. There are a few possible reasons :
1. Your laptop settings are restricting apps you can download
2. You don't have enough storage
3. You already have EA on your laptop but you just can't find it
4. There is a problem with your account
5. If you play with mods, you may have an out-of-date mod that you aren't aware of
Let's go through each possible reason, step-by-step :
LAPTOP SETTINGS
You should know where your laptop's settings are.
You can go to Settings; Apps ; Advanced app settings.
For, Choose where to get, you can choose Anywhere
If the above option is not available for you, please type winver in the search on the taskbar and hit enter. In the pop up, see if it says S mode. Please know that switching out of S mode is a one-way action. Once out, you can't switch back!
OUT OF STORAGE
You could try to free up some storage space by downloading a Cleaner. LOST EA ACCOUNT
If you have a third-party program installed, look for recent actions involving the EA App. The App doesn't uninstall itself on its own. For now, just reinstall the App. If you get a message saying it's already installed, choose the option to repair.
ACCOUNT PROBLEMS
If there is a problem with your account, I would recommend reaching out to an EA advisor immediately via EA Help.

OUT-OF-DATE MODS
If you play with mods, some of the mods you have may be out-of-date. Especially likely if you have a mod like where there is constant updates and you have to constantly re-install updated versions. Out-of-date mods can mess up your game entirely. Try removing all of your mods (temporarily place the mods folder in downloads or something) If this doesn't work, put the mods folder back in the correct place and create a copy of it, then delete the original. If this still doesn't work, skim through all of your mods to see if any are out-of-date.
