@shxnnonrose You can try loading your save, nothing else, in the new folder, and see whether it works. If you copy and paste your save file instead of dragging and dropping, you can experiment on the new copy while the original remains intact, so you don't have to worry about missing content or timing your travel plans. Saves are in Documents\Electronic Arts\The Sims 4\saves.
If you can't travel in the old save even in the clean folder, try switching to a different household, again just as an experiment. Once you switch, use "save as" to rename the save, quit to desktop, delete localthumbcache.package, reload, and see whether the new household's sims can travel.
