This isn't a problem—the saves are still intact in the folder you moved—and it's actually helpful as a diagnostic. Specifically, you've established that something in the old Sims 4 folder was the reason your game was stuck loading, and removing the entire folder removed the problem.
The next step is to start moving files from the old Sims 4 folder to the new one. It's best to move your mods and custom content first: you can test and sort out that content without it impacting your saves or anything else. Other than the Mods folder, you'll want to transfer the contents of saves, Tray, and maybe Screenshots. For the other files and folders, it's best to let the game regenerate them as needed.
