I can pretty much guarantee that's a mod related problem. Remove all your mods first, delete localthumbcache, and see if the issue is still present. If if is ok in an unmodded game, check all your mods to see if any are out of date, and if possible, get the new updates from the creators. Keep any mods out that have not been updated in a long time.
