When you reboot, go through the Task Manager's background processes list shutting down anything that doesn't absolutely need to be running, so basically anything that isn't from AMD or Nvidia. (Make sure to end all Razer-related tasks too.) If you accidentally kill the wrong service and it doesn't restart itself automatically, just reboot your computer.
If this doesn't help either, please look for any new errors in the Reliability Monitor. Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart showing errors and updates with a column for each day. For any new error (as in, during or after the clean boot) that either mentions Origin or Sims 4 or happened at the same time as you tried to play, right-click on the error name and select View technical details, then copy the info you see and paste it here.
Sometimes the Reliability Monitor doesn't update for an hour or two, so check back later if you don't see anything right away.
