At any rate, if you're still having trouble, please run a dxdiag and attach it to a post.

And hopefully you've restarted your computer by now, which might fix the issue with the icons moving around.  If you do want to try to run Sims 4 again, you'd likely avoid this issue by forcing the game to open in windowed mode.  Go into Documents > Electronic Arts > The Sims 4, open options.ini, search for fullscreen , and set it to 0 (zero).

For Sims 3, this is one very common reason the game doesn't start:
