I HAVE A SOLUTION: I ran into this problem too! I also bought a bunch of new content that wasnt downloading so I was pissed. What you want to do is actually open up your sims 4 GAME to the title screen (the first screen that pops up when you load with all the ads for DLC and such). Any DLC you bought will at this point start to download in the background on the EA app. For my first pet stuff to download you are going to need to stay here and go into the Stuff Pack section of the title menu IN THE GAME and "purchase" it (it will still be $0). Then it will be added to your download que. Then, and I know this is annoying, you need to close the game once your purchased DLC is done downloading and restart it to dowload my frist pet stuff. Phew! Let me know if this works for you!

    That doesn’t seem to work. Not if the pack is already bought anyway as it removes the EA app from even being accessible once you’ve opened the game

    This worked for me, but it was slightly different.  I went to my main menu in game and simply clicked on each of the add-ons that I purchased, then closed the popup window one by one.  Then I exited the game and reloaded the game and got the message that my content was downloading.  Gave it about 10 minutes and closed the game again and can confirm 2/3 were already finished downloading and the last was 50% done.  Reloaded the sims 4 home screen again and left it open for a bit longer, then closed and all had been downloaded and are now working.
