@leoetralip Please try running Origin and Sims 4 as an admin: right-click on each desktop shortcut, or TS4_x64.exe if you don't have a shortcut for Sims 4, and select "Run as administrator."
If that doesn't help, have you tried uninstalling Sims 4 yet? The original poster did, but if you haven't, that would be the next step. When reinstalling, create a different folder on the root level of the C drive, for example C:\Games is fine, but not C:\Program Files\Games. When the EA App asks you where to install Sims 4, choose that folder.
I ran the EA app as admin, the sims wouldn't let me set it as admin, TS4_x64.exe when i pressed "Set as Administrator", it just showed the error. I also uninstalled and reinstalled the Sims 4 too.

@leoetralip Please try playing in a clean boot:
The one service to leave enabled is the EABackgroundService, which the EA App needs in order to run. Disable the rest as described.
When you reboot your computer, go through the Task Manager's background processes list shutting down any service that doesn't absolutely need to be running, for example anything from MSI Afterburner to RGB software might still be enabled. If you accidentally kill a critical process and it doesn't restart on its own, just reboot your computer again.

I just tried that, sadly still nothing. Same error.

@leoetralip I don't know whether this error would generate a crash dump, but if so, I'd like to see it in case it gives any other information about this issue. Click Windows key-R and copy and paste this:
%LocalAppData%\CrashDumps
When you enter, you'll see a list of .dmp files. If one of them is from Sims 4 or Origin, please upload it to a third-party filehosting site (Google Drive, Dropbox, etc.) and link it here. If you see a crash dump that was written at exactly the time the game crashed, I'd like that too. But in either case, please only upload files from after we started troubleshooting here.
If there is no Sims 4 .dmp file, you can enable them:
- Hit the Windows key, type "command prompt" in the box, right-click on Command Prompt in the search results, and select Run as Administrator
- In the window, paste "reg add "HKLM\Software\Microsoft\Windows\Windows Error Reporting\LocalDumps\devenv.exe" /v DumpType /d 2 /t REG_DWORD" without the outside quotes into the box, and enter
- Try to launch Sims 4, then wait five minutes
- Hit Windows key-R and paste "%LOCALAPPDATA%\CrashDumps" without quotes into the box, and enter
- Upload the last .dmp file to a free filesharing site and link it here
- When you want to undo the auto crash log dumps, open Command Prompt as before, paste "reg delete "HKLM\Software\Microsoft\Windows\Windows Error Reporting\LocalDumps" /f" without the outside quotes, and enter.
If you can't find a crash dump, let me know; that's also useful information.

@Flyingeagle1976 Are you seeing exactly the same error as the original poster, or something else? If the error is different, please post a screenshot.
Please also run a dxdiag and attach it to a post.
