progress is saved but playing is virtually impossible when the game is being like this. I'm wondering if the game is clashing with other computer processes?

Start a new game for testing purposes before putting anything back and see if you have the same issue.
Hi, I am not the original poster but I am also having this issue.
I have tried the above solution and nothing changed.
This issue began after I installed a new graphics card, I now have an r9 290x, the date and time jump randomly when I change game speed, monday jumps to wednesday etc. It almost seems as though the game is running too fast.
It's unplayable, my sim also sticks in place and jumps around when the time skips. I was playing fine yesterday with my old card, and the solution above yields the same results, thanks for your time!
Edit: I also would like to note I have no mods, thanks!
My issue has been resolved.
It turned out that my time skip issues were caused by either my CPU or GPU overclock within the AMD Catalyst Control Center, disabling these has fixed the issue!
Edit: After diagnosing the issue it came down to using the AMD Overdrive function to OC my CPU. Lesson learnt, only overclock through bios!

The problem seems to somehow have sorted itself out although possibly because of a BIOS update.. not sure. Eitherway, is fixed. Thanks for your help!
