Just updating as to why CTRL+SHIFT+C did not work previously and is working now - AMD rolled out an update that has hotkey features for recording which had CTRL+SHIFT+C as a toggle camera as default (I do not use this to record any game play).
My solution was to go to settings (cog wheel, top right) > hot keys > scroll to recording hotkeys > click box and delete to disable key binding.
