@NyliRslan I've split your post into its own thread, since this is different than the issue in the other thread.
From your description, Sims 4 is using the Intel integrated chip instead of the dedicated Nvidia card. You can change this in the built-in Nvidia Control Panel. Right-click on the desktop, select the CP, then Manage 3D settings, and either choose TS4_x64.exe from the list of apps, or find it if it's not there. To the right of the list of apps should be an option to "use the high-performance card" for the selected application, which should force the game to use the Nvidia card.
Apply the setting, close the CP, launch the game, quit, and check your config.log to see whether the change worked.
hi, thanks for replying. i already did what you said above but it still can't recognized it. i even updated the nvidia drivers to see if it helps but unfortunately it don't. can you help me how to fix it?

@NyliRslan Please go into Documents\Electronic Arts\The Sims 4, open the file labeled config.log, copy the lines between "Graphics device info" (about 25 lines down) and "Options" (about 40 lines down), and paste them into a reply here.

@NyliRslan Yes, that's the info I wanted, and for some reason the game is still using the wrong graphics card. Please open the Nviidia Control Panel, then Manage 3D Settings > Program Settings, choose TS4_x64.exe, and take a screenshot of the entire window.
Please also run a dxdiag and attach it to a post.
