Oh my goodness this brings me back to when I first started trying to use testing cheats. The same thing happened - got the error "Unable to process command" I was like huh?
Later I found that I was doing it wrong. You need to choose the family you want to play, and be in Live mode to get the cheats to work. I press pause right after getting into live mode.
How To: Use Testing Cheats -
1. Press Shift-Ctrl-C all at the same time.
2. Enter testingcheats on or testingcheats true, press enter.
-- Once this is enabled, it should show you a message in the cheat console that the cheats are enabled.
3. Copy or paste the desired cheat, press enter.
4. Press the ESC key or Shift-Ctrl-C again to exit the cheat console.Sims 4 How To: Cheat
