Rendering issues when placing lots

Of course, when I made a case with EA about this issue, they marked it as fixed but I never received an answer from them via email about the technical problems I'm having in the game and it only happens when I place a lot. Doesn't matter how big of a lot I place either. When placing lots, most of the extra things like windows, doors, decor, etc., take extra time to actually render in. No mods are currently loaded, and lowering the settings does not make any impact. I was playing with mods but started having this issue so I took them out and loaded a vanilla game. The same problem persists. So I took them out and repaired my game, but the problem was still there. Then I made sure my pc was up to date and uninstalled and reinstalled the game, and the problem still persists. My specs are more than sufficient to run the game. I have ensured all my drivers are up to date, removed my GPU from the device manager, checked Nvidia G-Sync settings, and repaired the game to name a few additional steps. CPU: Intel(R) Core(TM) i7K 8700K (6-Core/12-Thread, 12MB Cache, up to 4.7GHz with Intel(R) Turbo Boost Technology) GPU: Nvidia GTX 1080 w 8GB GDDR5x RAM: 16 GB @ 2666MHz.

    I don't know how to tell any of this stuff. I have been working with Alienware/Dell Tech support to try and fix the issue. I had to open a new case bc EA closed the one I had originally opened without even trying to help. Never even heard anything back from them. Alienware/Dell Tech Support has tried everything they can. They said it has to be an in-game issue. When I first place the lot from my library, the spinning circle starts. That spins and spins for a good 5-10 minutes if not more (don't know how I should be timing this) then it slowly starts placing walls and other things. Back when this happened in TS3 back in 2013, I was told it was a graphics issue, which is what I think this is, but all of Alienware/Dell's tests all say nothing is wrong. So here I am, over a month later with nothing resolved and the same problem. I literally have no other games on my system, with plenty of space on my pc. I see no reason for this not to be running properly! This is getting very annoying! I'm ready to stream on Twitch and YouTube, but I can't do so unless the game is running properly.... I have attatched a video of how the lots render in this reply. I am clueless on what to do...

    @Alyssa_Sim13  There's no obvious reason for this problem in your dxdiag.  I can see a few AppHang errors, but those are a description rather than the cause, which could be anything from a GPU driver issue to a fault with the game itself.  So the next step is to narrow down the source of this problem.

    As an experiment, please create a new admin Windows account and play in that.  Make it local, as in, don't use your Microsoft account sign-in, and don't sync with any other services you normally use.  You'll be able to launch Sims 4 without reinstalling anything, but your saves and other user content won't be available.  That's fine (and a good thing) since the goal here is to test.

    Start a new save, download some random Maxis lot from the Gallery, and place it on whatever lot you feel like using for testing.  Save the lot to your library as well.  Let me know how long it takes.  If you see the same delay, restart your computer and try again, except this time, place the lot from your library rather than downloading a fresh copy from the Gallery.  If you get a delay there too, restart and repeat the process, but put the EA App in offline mode before launching Sims 4.  This will cut off your access to the Gallery, but you'll still have the saved item in your library to test with.

    Let me know how these tests go and we can proceed from there.
