Renew wedding vows not working

The Sims go to the wedding arch and get the "beautiful ceremony" notification, but the action does not complete. They don't get the 48 hr happy boost. If I click on the arch again, all I get is the "Fantasize about Weddings" option, so the game apparently thinks the renew vows completed.
