Could you try to change your mouse options to the Sims 3 mouse or the Sims 4 mouse?
Esc > Options > Controls & Camera > The Sims 3 camera
- No I've tried that and it still rotates the camera ☹️
Do you have any mods or CC (custom content)? Try taking that out.
