secret agent career - data base out of research subjects

one of my sims is in the secret agent career and everytime I go to the computer to do intelligence research it is greyed out telling me that the database is out of research subjects, and I can't move on in the career.
I have tryed putting more sims in the town and even restarting the game but nothing is helping, can you help me
