Server Still Overloaded.. Three Hours Later

I've been trying to (not even playing) but simply download my new TS4 game since 7:30 pm (pacific time) it is not (10:41) and I am still having no luck. How is it that every time  I try and use this server its always overloaded (not just today but mostly everyday). At some point you have to get new servers or just be more prepared for new game releases. some of us wait months/years to get our games and not being able to use them simply because of your servers is truly disappointing.
