Sim can't walk places

I have the new patch and now I'm having weird path issues. I'm telling Sims to walk somewhere and the symbol for something blocking the way comes up and they don't do it, even though there is nothing in the way.

I tried to get two Sims to cloudgaze, it doesn't work an the path issue icon comes up above their head. I try to get them to go into the pool or hot tub and get a pathing issue and it's cancelled. I get one into the hot tub and then the other can't move there. Then I try to move them both to the pool and the previous stuck one can get there, but the other one is now permanently stuck in the bushes.Using debug/reset doesn't even work to fix the character that is stuck
