Sim Freezing and Needs Rapidly Decaying

I'm unsure if this was after the most recent patch or not because everything was fine a few months ago.

Now, with or without mods and CC, my Sims do one task and then freeze and their needs decay rapidly as soon as they finally complete a task.

For example, if I finally get my Sims to sleep, the energy bar will go up but remain yellow, and as soon as they stop sleeping their energy bar plummets back to where it started. 

When I pause the game that seems to help them finally do the task but it's made the game completely unplayable. My computer is updated and in good health so I don't know what it could be on my end.

I've done everything I could find that people recommended. I reset the entire game without a save file or mods and even doing that still had the same issue. I also repaired the game on the EA app. 

Any advice would be TREMENDOUSLY appreciated.
