SIMS 4- Game says it is running
My game keeps saying it is already running but it is not. I have restarted my computer several times, I've used repair in origin, and nothing has fixed it.

Something is blocking the game from accessing the Documents folder. Mostly it's an antivirus program.
Set exceptions in whatever antivirus app(s) you use for Origin.exe, OrigintClientService.exe, TS4.exe, and TS4_x64.exe.
