Sims 4 64 bit not launching

I've just cleanly installed Origins and The Sims 4 however I still keep getting the

"Unable to start: Cannot start because game data is missing or damaged. If you have Mods installed please remove them and try again. If not please repair or reinstall the game via Origin."

I have already reinstalled and repaired Sims 4 via origin and I recently discovered that I can play the 32 bit legacy edition but that does not allow for mods without crashing.

  • Though I had not downloaded any mods, my resources.cfg folder itself had been corrupted. I installed a new one and replaced the corrupted file and now the game works

    @Kodoluna 

    If you delete the resource.cfg file (there is no folder by that name) the game will recreate it when starting up.

    I don't have any mods, but I do have the  problem with it opening legacy iinstead of regular sims 4. I'm so frustrated. this happens whenever I purchase a new pack
