Sims 4 camera movements laggy

Hi guys, I'm not sure if I'm posting this in the correct place, feel free to move it. 

So I've seen some posts about this, but they're really old and those posts seemed to be resolved by an older patch. 

Even though after the recent two updates in April 2019, I'm currently running patch 1.51.77.1020, my camera movements has been laggy. It seems to only be in live mode, when I switch to build/buy it stops. I've created a house and household without cc and it still happens. The game itself is not laggy it's just the camera movement. I've downloaded the simulation lag fix mod and there is improvement in the simulation, but not significantly because my simulation was not laggy to start with, i thought it would fix the camera lag as well but it didn't.

My graphic settings are all on high, except lighting is on low, because nvidia experience tells me that those are the best settings for the game on my pc. It tells me that i am fully capable to play the game in full window mode, even though i play in borderless windowed mode for game play recording purposes. When i put the display on full the camera lag seems worse, which is weird cause nvidia experience is telling me that my pc can handle it. 

Like i said it's only the camera movements that are laggy. I have the game's refresh rate on default (tried to put it on 60 to correlate with my monitor, but that only makes the camera movements lag even worse) i also have the option just under it checked to prevent screen tearing and that works to take away screen tearing, but camera movements STILL lags.

On my nvidia control panel i set sims 4 on vsync. 

I have no clue to as what else i can do. If someone has something to suggest to what i can try, please feel free to suggest.

    It seems like i fixed it, touch wood. I forgot to mention that i got a new monitor and i had a suspension it might be that, it seems that after i changed the colour setting to work from my nvidia card combined with setting the screen to game mode it seemed like it worked. 

    I now keep my fps count on while i play to monitor it and it's been really good since i changed those settings. When I have the camera in a fixed position the frames jumo between 60 and 59.54 fps, here and there (a lot less noticeable) when i move it'll drop to 48fps, where as it used to drop to 40.

    But i will keep you posted if the problem comes back.
