Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
I have a few ideas:
If you remove you mod folder, does the problem persist? If it doesn't, then try #1 or the 50/50 method (There are good guides online for how to do it.) If not, try #2 or #3.
1) As you said (I would say it is the most likely solution), it is probably a broken mod. You could try a s4s batch fix to help.
2) I had a similar problem, and for me it was my graphics setting. What are your graphics on? (I recommend the Sims being on high or very high.)
3) If the problem continues, you could try deleting the localthumb cache and see if that works.
