Sims 4 city living

Can any of you please help me? I want to know if I will still get notifications of happenings going on in the city if I were to locate my family to a different town? My family is too large for apartments and I don't know how to even go about building one.

    You can't build apartments. Just change the interior

    And yes, you'll get festival notifications in all towns.
