sims 4 constantly asking for "updates"

i'm getting incredibly annoyed w this, so help would be appreciated...

ts4 constantly requests an update about 18-19gb big, which i'm pretty sure is just the whole base game... i've repaired it before, but i'm getting tired of doing this and would like to get to the root of the problem - thanks!

it won't let me play unless i actually download the whole 18gb, which with australian internet, is a joke and a half lmao
