@kayleeedwards511 While your system is 64-bit, its graphics chip doesn't currently support most 64-bit games, including Sims 4. Microsoft has added support for running these games on your type of processor and graphics chip in the current "insider preview" (i.e. beta) version of Windows 10, which means that the normal version released in a couple of months will likely also have that support.
To be clear, the current build of Windows 10 is 20H2 (19042), and this support would be added in the next build, to be released this spring. You're currently two builds behind the current one, and you might need to wait to update to that new build until Microsoft provides drivers for your hardware. And this doesn't mean that Sims 4 would run well, just that your laptop should then be able to run it in 64-bit.
Until that time however, you're stuck running the Legacy Edition. As mentioned earlier, Discover University doesn't run in the LE, nor will any other packs released after October 2019. If you don't want to wait for the future Windows updates, you can contact EA customer support and request a refund for DU. Although Sims 4 packs are not eligible for refunds, support often makes an exception in cases like this.
