@Petalcat When you install Sims 4 through Steam, you need to download your EA-owned packs into the Steam install. This is simple to do when you only have the Steam version of Sims 4 installed, but the EA App may not allow you to do this, saying the packs are already installed, if you have both the Steam and EA App versions on your computer. Point is, uninstall the EA App version of Sims 4 and reinstall the Steam version, then download your packs (but not the base game) from the EA App.
Or you could get your money back from Steam and buy the kit from the EA App. That's the simpler choice, all else being equal.
Thank you so much! For Uninstaller the EA sims 4, should I move any folders(tray, saves, mods, etc) out of it before uninstalling?

@Petalcat Sorry for the late reply. The Sims 4 user folder, the one in Documents > Electronic Arts that contains your saves and other user data, shouldn't be removed during the uninstalll process. It's a good idea in general to have backups though, so definitely make copies of those folders if you haven't already.
On the other hand, if you installed Sims 4 into Documents > Electronic Arts, as in, the game's program files are there too and mixed in with the user files, then yes, you'll need to back up anything you don't want to lose. This isn't good practice in general since mixed files can lead to all sorts of complications. Steam at least will install the game elsewhere by default, so you don't need to worry about that problem going forward.
