@aliciabuche You can in fact uncheck any and all DLC in the installer window, and thus (temporarily) avoid installing the content. I doubt it will help though.
The problem may be the security settings your company has imposed. I don't know how to prove it and am not suggesting you go poking around in the security settings, if that's even possible, but the fact that this happened on a previous computer as well makes this highly likely. It also means that you probably can't get around the issue on your own, so unless someone from your IT department wants to help, there may be nothing you can do as far as the EA App is concerned.
What you can try is installing Sims 4 through Steam. You may or may not encounter the same issue, depending on the security settings and how Steam itself goes about verifying or modifying certain dependencies. I remember another player once saying they could elect to bypass installing DirectX 9 when it was a problem, but that was years ago and happened with Sims 3, so I don't know whether it applies here. But it might—if you get the same error, you might be able to tell Steam to skip the step and finish the install.
If you install Sims 4 through Steam, you can still install any packs you own in the EA App. Once the base game is installed, open your App game library, click Sims 4, select Manage > Manage add-ons, and download only your packs, not a second copy of the base game.
