The This PC>Documents>Electronic Arts>The Sims 4 keeps changing to read-only. Is this normal? I'll right click, go to properties, and deselect Read Only, opening the properties seconds later shows it as read-only again.

Yes, it does.
Turns out, all of the folders on my PC are read only. I'm trying my best to fix this.
If this happens each time you remove the readonly flag then it is a good indication that you have some malware infection. In that case you should have a professional look at it.
