@d60vcbm70whr The other files in your new user folder will regenerate when the game needs them, so don't worry about that. The missing data is a symptom of your not being able to get past CAS rather than the cause.
Your dxdiag shows that some of your drivers are outdated. This is the driver download page for your laptop:

It's helpful to click on the Category header to sort the list in alphabetical order by category of driver.
First, please install the Intel UHD/Iris Xe graphics driver (in the Video category) dated November 7, 2022. Run it as an admin: right-click the download and select "Run as administrator." Restart your computer afterwards.
Next, download and install the Realtek audio driver dated November 9, and again restart your computer.
Try again to play. If that doesn't work, try disabling the WavesMaxx Audio Pro app in the Task Manager before playing. It'll be listed among the background processes, and make sure it doesn't restart itself.
As a side note, your dxdiag shows a number of your other drivers haven't been updated either. So you may want to use the "This Device" option near the top of the screen to let Dell suggest other drivers for you to update. But please try the above first.
