Sims 4 household won't load

This hasn't happened at all before. The game seems to run perfectly fine in every household except for one. Loads into the neighborhood map nicely, but when I click on the household I want to play, the family photo is gone and instead is replaced with a loading icon and a flashing blue box covering 1/3 of the frame. Play button doesn't respond. It is just the one single household, all of the other ones work perfectly.

Game is updated, repaired several times. I moved all of my cc/mods out of the mods folder and into another folder and the issue remains. Please help.
