Open up your task manager and click "more details" 

If you see Sims 4 is open, close it. 

This should work.

where would i find the "task manager"?

    Click Start. Type Task Manager.

    if you are on mac then click command and spacebar at the same time, them type in activity moniter. click enter. and you are now at task manager

    on your computer hit control alt delete then choose task manager
