I assume it hasn't gotten any better after yesterday's patch ?

I doubt I can replicate but could you upload a save anyways ? Just to give it a try.
Upload to mediafire/dropbox/googledrive/whatever and send me the link

Sorry for the delay. We installed Sims 4 on my boyfriends gaming PC, copied my save folder over, and played there. We noticed his processor is getting destroyed by the saved game. He has a very good gaming PC. While playing this game, his CPU is at 80-90% CPU usage. I noticed my sims stopped moving, and that is when his CPU was at 100% usage from the sims 4.
3D Mark results from boyfriends PC
Is it my saved game?
The load times are still long on his PC, and the slowness is there a little, but no where near as extreme on my laptop, probably because his computer is way better than mine.

Do you see the same symptoms on a new save game on his computer ?

I really don't know what's going on
My computer has 35%-40% CPU usage and no lags .. and my computer is about 4 years old.
Doesn't seem save game related.

Are you running on 3x speed? That is the only time it happens.

Yes, I tried it at 3x speed.

What family did you select?

The one that showed in your video.
I feel like the game is running better on middle class computers than on high-end one.
Is your CPU also going up to 100% when you see the stops or just your boyfriend ?

both.
Really odd how a 4 year old laptop and a high end gaming PC have this issue
- ApprovedAnonymous10 years agoWe made a new saved game on my laptop and it had no issues. But you said you didn't have the symptoms with your PC with the saved game where we both had issued. How is that possible?

Could be a background program interfering.
Do you have anything running that you both have ?
