Sims 4 keeps crashes when I try to start a new save or see my dlc

@nickydominates Have you specifically removed GShade and then uninstalled and reinstalled Sims 4? If not, please try it now, and install the game into a new folder, one you create for just this purpose, while you're at it.
Your dxdiag shows Sims 4 is crashing due to a problem with a component of the Intel graphics driver, but that component deals with the Vulkan API, which Sims 4 doesn't use. So it would be strange for this component to be involved at all while you're playing Sims 4 unless you've modified the game or its graphics effects in some way. If you have, it's important to reverse all the changes you've made so you're running the game in the most vanilla state possible.
If none of this helps, please do a clean uninstall of the graphics driver, as described here:
and use this slightly older driver instead of the newest one available:
It might be too old to work properly, but then you can just update it again. You're at least the second person I've seen post-patch with a crashing Intel graphics driver, and if the problem is the current driver itself, an older one might work fine.
