Guess I'm a lost cause then. I can't figure it out.

It doesn't matter that any folders have been copied to the D drive. The game will not read anything on D drive and the missing folders will be created again on C drive.
It's not about whether your WiFi works well or not. Simply for many players, it turned out that when the Internet works FPS drops - very low and the game is terribly lagging.

You can try to fix it in this way. For some players, it worked
Go to the graphic options in the game, see if you have vertical sync enabled, if not turn it on and restart the game. After enabling this option, the game should hold 60 FPS permanently.
Do not use any mods or CC for now. Check it out on a clean game
