If nobody else happens to be able to recommend anything I'll just accept your reply as a solution. I'll leave it open for now.
@SimmerGeorge I got that second opinion, and he had some thoughts. Please try playing in a clean boot, with any antivirus/firewall disabled. Please also make sure that there are no other apps or services running in the background: some, like MSI Afterburner and RivaTuner Statistics Server, or a certain lighting service, don't get disabled in a clean boot. But you should be able to see them running in the Task Manager.

It's also a good idea to update the BIOS for your motherboard. According to the model number in your dxdiag, this is the correct board:

But please double-check to make sure you do in fact have a B450M Pro-M2, and not some slight variation on the name. Although MSI should prevent you from installing a BIOS meant for a different board, it could brick your system if you managed to do it anyway. @puzzlezaddictSo quick reply here. It's been a while and since you told me it could have something to do with the power supply I actually removed a kind of "electricity" protector I had my PC plugged in instead of the actual socket. I used it because we have a lot of power outages here and I was worried the were gonna burn my PC out so I plugged it in this power limiter to avoid that.
I removed it and plugged the PC in the normal socket. My FPS has increased by a good 10 more frames per second.
Bigger worlds (San Myshuno, Windenburg) still give my PC a harder time on ultra settings but I heard some places were not optimised well. Though I really believe is shouldn't be getting less than 40 fps anywhere with my card but maybe I'm wrong.
Now to your reply. I can not thank you enough for this. I have not yet done what you suggested but I had no idea how to update my bios and it is from 2019. I really wanted to know how so thanks for that. Do you think I can just download MSI Live Update to scan my PC for the right BIOS or does that cause issues?
I will try your suggestions if there is further improvement great. If not, I have already solved the problem partially by removing that electricity limiter. I will let you know if there are more improvements. I'll be careful with the bios don't worry I usually triple check everything.
