This is known to be caused by Reshade because it conflicts with other game overlays. You can either disable Reshade for The Sims 4 (the Reshade forums should have info on how to do this) or you can disable Origin in game.
How do you field origin in game?
I have no mods and my mouse sensitivity is super high in game, it only does the excessive spin in First person view. But still. My mouse has custom sensitivity setting that the game ignores. It makes adjusting my camera angle frustrating and I wanted to use first person view. :/

@crinrictThis still didn’t work for me. I removed all my mods out of the folder (I don’t use reshade either) And I removed origin in game. But the problem still persists. But not in any other game or on the PC overall. It’s just the sims 😫

@h1ddenb1ades Try disabling any other overlays you have: Steam, Discord, etc. If that doesn't help, try playing in a clean boot:

If the problem is gone in a clean boot, the cause is some service that was shut down, and you can start selectively reenabling them to see which one is the culprit.
